Position Overview
The District is growing and we are looking for a Temporary Full-Time Planner 3 for a two-year term for the Development Planning Department. You will be responsible for leading, overseeing, directing, and guiding staff engaged in major planning projects involving complex technical and negotiation situations and often politically sensitive issues; and ensuring that these achieve outstanding development outcomes in accordance with Council priorities, District bylaws, polices, regulations and guidelines. You will liaise and coordinate with internal and external stakeholders in carrying out major planning projects, including Development Engineering, Building, Environment and Community Planning. You will also be expected to lead or participate in ongoing policies, programs and other work matters related to the work of the Development Planning Department. This will include being a part of the Development Approval Process Review, zoning review, urban design and public realm guidelines development, and other corporate initiatives that Development Planning is part of.

The successful applicant will have:
  • Thorough knowledge of the principles and practices applicable to development planning in a municipal setting.
  • Considerable knowledge of land use planning, urban design, economics, municipal and development finance, legal issues, data analytics, transportation planning, and housing policies and practices, as applicable to municipal planning.
  • Expertise in development planning project management, facilitation and conflict resolution, negotiation and development approval process continuous improvement.
  • Experience in planning for, assigning, and supervising the work of a group of professional and technical subordinates, and providing advice and guidance on planning matters.
  • Leadership competencies such as effective communication, social intelligence, change management, decision-making and coaching. 

Qualifications
  • A university degree in an appropriate discipline and a post-graduate degree or diploma in community, social, regional or urban planning, urban design plus considerable related professional planning experience, or an equivalent combination of training and experience
  • A minimum of five years of progressive professional planning experience is required.
  • Membership or eligibility for membership in the Canadian Institute of Planners.
  • BC Driver’s License.

Salary:
The pay range for this unionized position is $61.73 to $73.15 per hour (2024 rates).

Hours of Work: 35-hour work week

Term: Two-year full time, with possibility of renewal
